Kerbal can't enter Hitchiker can from outside?

Hello all, I'm doing a Mun rescue mission and I can't get bob to board the Hitchiker can. It's just Jeb in there. Any ideas?

2. it looks like you tweakscaled the hitchhiker pod, which reduces the crew capacity.
3. Use tweakscale rescaled instead of tweakscale /L (but it'll still reduce the crew capacity)
