Maneuver node says not enough fuel?

my maneuver node wont keep growing bc the current stage doesn't have enough fuel for it. how do i allow the maneuver node to account for the fuel in my next stage as well?

my maneuver node shows ''stop burn in 0seconds'' but i still need to burn for 20 seconds more according to the bar at the bottom and when it shows 0 seconds i am not even close to the orbit i want
