why are mun poles so hilly
and whats an effiecient method of getting into a polar orbit

I'd generally lean towards doing a mid-course correction so that you enter the Mun's SOI at high inclination. Certainly you can do amusing things like come in over a pole at like 8 km.

My method is when I make the Mun injection manouver instead of point to 5km from surface I point to the center of the moon and then after I enter mun's SOI I make a normal/anti-normal manouver.
