Hear me out: Something like this for all planets, not planet restricted, but definitly parts that you need for survival or entry or all that on a certain body, like heat resistant or cold resistant parts.
At the moment there is something like it for distance from the sun though.. Solarpanels and RTGs. :D
Although you don't need to keep your electronics warm you can still pretend to have them for that purpose aswell.. Funnily enough the game does have radiators for heat dispersion.

I think there shouldn't be any "hard" blocks to gameplay, but perhaps for upgrades, secret parts and such, yes this is a good idea

Idk, something similar to this might be a good way to combat too much science gain too early on. A specific part of the tech tree shouldnt be restricted to one planet only, but making it so that science nodes require you to complete a certain science experiment in any one of a given selection of biomes/bodies could be a good way of encouraging exploration without restricting the player too much. Example; to unlock landing gear, do a surface analysis over/in a Regolith/Mare/Flats biome on Mun/Minmus, and then for the next tech level on Duna/Ike/Eve/Gilly and so on

Perhaps there needs to be some more thinking, i was invisioning it a little more like specialist parts that you would need to survive for a certain amount of time on a planet like Venus, ie pressure resistant parts, which then also could be used for other places and planets, Duna for example can be done with engines and parachutes but you could unlock some specific parts for a small helicopter like how they did on Mars, and that tech could also be used on other places with similair conditions, ie on the other star systems. Meaning that you can unlock the capabilities needed for the planets on other star systems right in your own back yard.

Perhaps for Jool you could unlock a radar or other measuring device capable of peering below the atmoshpere, which is a tool you (need? not sure about gatekeeping parts yet tho) to gather data on other star systems gas giants?
