Re-installed, AppData deleted - not work.

possible localization bug. what is your windows system language set to?

if it's not English, try changing it to English temporarily and launching the game again.

Once you've accepted the privacy policy and whatnot, you can change it back.

changed steam language to english - while loading - it is english, buy policy is not.
