#is it possible to attach a fairing to the body of the rocket?

For example if you are trying to do a Saturn V style launch, can you still use the fairing and attach it to the base of the command stage? In the first game it turned blue and worked but I don't see that here

I dont think this feature exists yet, you CAN however try to get the fairing as close to the body of the craft as possible, then click the little checkmark on the bottom to finish it

But make sure to not clip the fairing into any structure as in that case it will not close the fairing
