Apparently it's not possible? Using the CTRL key does not seem to work like it did in KSP1.

temp fix: maybe put it on a custom group so you can activate using 1-0 keys?

I can't move individual decouplers to different stages. They are all stuck together.

Same, it seems you can't split anything (decouplers, engines) 😦
