all around reactor acces is better as griefers will have harder time when anybody else can shut it down

and it could be that medic 1 has read a lot of medical books thus being at medical 100 yet knowing nothing about the medical system while medic 2 who is at 50 medical yet knows everything and can heal you even with neurotrauma enabled and the fact that medic 1 has more acces is kinda dumb

captian being able to decide to revoke acces to some medics is fine

but making the access require skill points is not smartes
