Add a wiring pin to turn on/off the automatic control in reactors. This would be useful in making sure the default inbuilt auto control stays off while an external ARC is being used.

The way it currently works is fine and requires no changes.

I think the reason this doesn't already exist is because devs have been against auto reactors for some time
