The TOS means users aren't really allowed to distribute the toolkit or anything Omniverse beyond the original launcher. But if you would like to work on Remix projects, I recommend reading through some of https://discord.com/channels/1028444667789967381/1096847508002590760 as well as some of the other community-contributions threads. It's an old thread and a bit cluttered, and not everything is up to date because the process has gotten easier since then. It's not elegant but you can still Remix away if you're willing to write your own USDs and work on replacements yourself. I'm not aware of any mesh replacement solutions outside of the toolkit yet, but I'm told it's possible now.
For my contribution to the topic of non-toolkit Remix solutions I was working on a utility and workflow based on Unity, but I'm in the process of moving engines and held up a bit. You may also want to look at OctoTex in the meantime, a texture PBR/upscaler tool that AFAIK is still working with new versions of Remix.
