You need an old 2003 version, NOT the steam one
do not install BetterSADX or SADX Mod Manager
install this

and place the OLD rtx-remix files from first portal rtx game
and here you go, GUI and other related stuff is kinda broken, but you are able to run the game at least
didn't tested further

So I wanted to try the steam version clean, doesn't boot
it's trying but the game isn't loading
I believe the steam version works, but only with SADX and by setting the graphics quality setting to lowest

As far as I could tell, the difference between steam and CD (with regards to d3d9 usage) is steam removed the quality setting which works with remix, and so it's only shaders

It's a very small skydome, and the meshes behind it are showing through, giving a very weird illusion

Like, I want to increase the size of the skydome, so I do the whole xform trick, but reference the captured model, but it's not visible lol
Hmmm its not ideal to do that at all, specially if you want to share your mod with someone else. Can't trust the state of the captures/* folder at all.
On the toolkit I added an option to right click a mesh and "Setup for Mesh Replacement" which does exactly what you want
There is also a known bug with textures marked as Sky not being replaceable. We struggled with that in U2 and decided to unmark them to replace with an emissive huge default sphere mesh
The sky dome in this game is actually pretty much identical to U2's

Honestly, I don't understand why this happens, ppl on GMOD have been having this issue too AFAIK. It is just a light ray bouncing off of a surface and hitting the sky mesh. Maybe the engine isn't counting secondary+ rays when they miss the scene
