It can happen for a few reasons
Looks like you are crashing due to font rendering, specifically too many materials (the limit is 65k). Don't know how you are managing this, but the best way to solve this is to starting reducing on that
in 2020 i had a 10-year-old laptop that easily (15 fps) launched gmod with 1000 addons

you probably have a cursed rtx.conf or textures not marked as decal
iirc it looks like a BLAS related setting in the remix runtime
Had to use my old rtx.conf cause the one that comes by default has the volumetric fog bugged
Imma test if the default conf has same issue on tis map later
most volumetric settings are set by default.txt or the map-specific config, though in 0.8.0, they have some weird values set that will be fixed in 0.8.1, so you will need to override them with rtx_conf_default_save or rtx_conf_save_map_config

its a remix bug, usually the game crashes but i've removed most of the asserts so that doesnt happen
but the menu breaks
you have to relaunch the game to fix the menu
a bunch of addons loaded will always cause the issue quickly though

i tried to do something for purple dimension on world at war for context
you could mass edit the mod.usda for the displacement strength using find and replace, but i dont know the specific strings, but it shouldnt be too hard to find

read the page a bit more carefully, its just the lua code for the sandbox gamemode, no engine code
we know but its useless for gmod, as i said before, gmod goes way off the SDK 2013 path
to properly implement fixed function render code, remove culling, better remix api integration

you can manually download 0.8.0 from the github and just re-extract the dll
better than the launcher overwriting everything
i was getting it first from the default.txt file too
ye use the default.txt from 0.8.0 as well
everything was hardcoded in that version which is why additional parameters dont work
