I was asking the IA if it was basing its suggestions on also other files not opened in the IDE? Responded yes.

Also I asked if my code is used for its learning or if it is uploaded to the server and responded no

Unfortunately the chat does not know too much about it's own capabilities (we would have to provide a very long prompt describing all of its capabilities or train it specifically to do so) so I wouldn't really rely on its answers to understand what it's able to do.

Regarding context, if you have search enabled in your Codeium settings then chat will be able to use context from files not currently open in your IDE (but contained within the workspace you have opened in your IDE). Regarding code policies, see https://codeium.com/security.
