The arrows in the skein upgrade menu are useful to cycle between all the different warp upgrade menus so you can decide which warp to tether.
Residuum upgrades are categorically different, though, and should only be accessible via the residuum tab, and not one of the menus you cycle through with the arrows.
Changing the behavior of the arrows, and removing them from the residuum screen, would make that system a lot more approachable when you first unlock it.
