#Ultra regulator unlocked before level 31 for ultra booster ?

i've been doing some work on the orange tier of item, and i launched the crafting module with the research upgrade queued, i was leveling the ultra booster to 31 , but i stopped at 27, then i noticed that the ultra regulator was already available

reproduce :

queue up the research module
check the "replay"
start queue, and it launch

note :

the ultra regulator is available without the item being queued

Ultra focuser also unlocks it at level 31

i understood as if it needed both, i'm sorry 😦
