I think i've heard that it disappears after base 5, but it's not useful for actually useful if you have base 5 left to finalize

it still does disappear once you have finished base 5, so there's no reason not to have it disappear when you get bases 1-4 since that all it affects. If there are going to be new bonuses on it in the future, it'll have to reappear anyway.
