My suggestion is, after a certain point, have it use a low % of your "storage"

% of storage is better in some ways worse in other then keeping it same
like you wont suddenly insta nuke your storage of it, but it could still drop you down some levels

I think it might be connected to reactor bonuses while offline. I've experienced the same issue today after start, my capital shields were at e14 and I was like .. what? I was at e12 yesterday but didn't care. Changed loadout and it dropped to e12, never able to get past e13 since then. Will try to look at it again tomorrow.
