This would handle one of the last things I have to fiddle with with overdrive. For some of them, I want to keep 4-5 in the tank for manual use, while leveling up and using any above that to get active buffs as I level up.

I'd much rather be able to bank 5 charges when I want to. I dont like this idea at all

Let me clarify. If you're at 5/5 charges, and you get another charge, it should get automatically used. You stay at 5/5. Right now it just gets wasted. It could still require the AI upgrade.
Auto use charge would still be useful in a situation where you want to use every charge you have and every charge you get.

is there any hidden downside to this, like a reason youd NOT want it to activate even as you gain excess charges?

rare case, but maybe if you weren't prepared for a sudden auto warp or trying to find out if you have enough stats to afk in a certain sector
