not sure what causes it, but several people have noticed that sometimes when you are farming on the same spot the scrap drops occur signifantly less than at other times

yes, like a third of normal or less

there is slight randomness in the spawn rate but only in a very small variance really. so you're just seeing huge gaps after a while is that right?

Yeah, I had it happen today, I was trying to farm salvage and saw that my gains were pitiful ; thats when I realised I wasn't getting any scrap (idk for how long exactly, but must have been at least 10min straight). Then it came back by itself and they started spawning again
