Are you unable to open it only in Adobe, or is it also failing to open in other tools like Image Viewer etc?

I just googled it and it seems like the "Not a PNG file" is a relatively common (at least, based on the number of results!) issue with Adobe.

seems to be a chrome issues. Nuke will not read it as well. just downloaded it from Firefox and that works

we and an admin user policy not to update chrome. that was the culprit
