What tools would I need to recreate an image of a character into a new character?

What tools would I need (or would be helpful) if I wanted to recreate an image of a character into a new character using images of each character I can use to train it?

I'm stuck in a loop of just finding software that only does prompt-to-image generation and I thought asking here would make my task a whole lot easier.
