Any idea why my server is taking an hour to restart? What could the issues be?

ZoneManager or InfoPanel causes that

they create timers for every entity that gets spawned when the server starts

I run info panel. I am running an oxide server with the same mods to see the difference in startup time. Is there a better mod to run other than info panel to combat this?

booting with oxide is 17 mins and booting with carbon is 1 hour and 2 minutes running the same mods
