#do overcapped stats come into calculation when enemies reduce stats?

So for a few examples

CDR cap is 40%. Let's say I build 60% CDR and the enemy uses abyssal Stone on me to reduce my CDR by 20%, would my 20% from overcap stats come into calculation once I'm reduced below the 40% cap from the item? Or what the game just pretend to stats don't exist since normally they don't do anything.

The HP5 cap is 100, if I build 170 HP5 and I get anti-healed for 40% is my HP 5 value lost mitigated by the excess 70 hp5 I technically have built?

If I overcap attack speed by 30% so my attack speed is 2.5 but the enemy is running Aura attack speed reduction of 25% which would reduce my cap attack speed would they overcapped stat values come into play?

These are just examples I don't care about any specific example unless it performs and behaves differently than the others.

Does anyone know the answer to this?

so how it works is cooldown reduction is capped at 40%, and if you build more it will not take affect. Hence the term overcapped. So if the enemy builds abyssal your cooldown will be reduced to 20% per the items effect duration. The only time anything over 40% will be calculated is if there is an item that will allow your cooldown to be set to a new cap, like Bauble for example.

For the second question, Antiheal does not affect HP5, antiheal affect healing from abilities/outside items/sources.

So if any stat is reduced the overcapped stat does not come into play at all

correct, unless ther is an in game item/buff/mechanic that would allow you to overcap to a new limit. Other than those very specific scenarios, overcapping will not benefit you in any way

the only situation you want to overcap is with a silverbranch on a hunter
