If you participated last year and are using the same gmail account then go to the upper right corner and log in there (don't click the register as a contributor- you already are a contributor)

If I login this way I still cannot submit any proposal. I can only access to 'My Profile' and 'Contributors' sections. In 'My profile' there is nothing related to submission while in the Proposals window in 'Contributors' I can only see last year submission with no option to submit new ones

You log in in the upper right corner then go to the organizations list and click into the org you are interested in on the vire ideas list. there will also be a submit proposal option
