Out of curiosity, how does this relate to the GSoC guidelines, which basically state that we should ask the contributors whether they are planning a vacation or even just a wedding for the summer? The guidelines basically say that we should treat GSoC as a full time job (more or less) over its course.
Organizations are free to decide the type of questions they want to ask, and their deciding factors. (As long as it is legal, for example, they can't decide based on your age)
No need to follow gsoc guidelines line by line.
Asking for time commitments doesn't mean that if you have a wedding for the summer that they will reject you.
They want to make sure that you have enough time for the project you want to work in.
For example
if you want to work in a Large size project and have a full-time job and didn't extend your timeline.
In most cases, this is an unrealistic time plan. (extending your timeline may make it realistic).
