don't worry about it, the record position in queue doesn't matter that much once you're below a certain number
it's just that records from 0 to 10 are assigned for a mod to check, then 10 to 20 for someone else, and so on for all the mods on shift that day
so if azurite got submitted after kuzureta but was accepted before it, it's simply cause they were assigned to different people, and whoever got the azurite one already did their shift, while the one who got kuzureta hasn't done it yet
