This means An immediate skin, eye or respiratory tract irritant, or narcotic (https://ehs.princeton.edu/news/know-your-hazard-symbols-pictograms) the shape the ? mark is on is obvisouly a piece of broken wall . The symbol could be a hint at poison gas. Maybe we need to break a wall near where there could be a poisons hazard in the game on that map.

Rob confirmed that level 3 clues are already out there, this very well could be part of that. Looking at it now doesn't help us until we can finish level two.
