you can get similar effects many different ways. i usually like to just try to mess around with various photoshop filters

you usually have to use different effects for different clues since a they are all a bit unique. but for that one, one that works really well image is filter>filter gallery>glowing edges with 1 edge width, 20 brightness and 1 smoothness, and then editing it from there
