I have started playing with eccho again and got HVC
I noticed that the HVC is triggered from the character and not from where the 'blast' came from

In conclusion i think that HVC should come from where the bullet landed for echo at least

I mostly play with echo, HVC procs from the character in every character, idk why for echo this would be different
