I think the thing is "Down turn the skys" means the fall of night, which comes with habitual quiet, or "Unprovoked silence", which leaves the pixies wondering when they'll be dancing again.

Basically it means "Ohhh POO, it's night again. Everyone's all QUIET and sleepy... they should be having a feast! With dancing! and games! Nighttime is too boring, it's no fun. When will things be loud and dancing again?!"

so instead of being 10% plus all the new skills for trails two expansions ago, now its down to 2%

Things usually get harder/easier because squishing stats often isn't as easy as just taking a percentage off the damage and health. It's probably a lot more complicated than it seems at first glance when you also take into account various mechanics and how they work together

Synced stuff gets harder because like, currently we're doing ~40x the damage of someone at the end of ARR, which is a ~3.4x multiplier per expac (not a steady jump because of system reworks but that's the average). To squish current endgame numbers down to ~1/5th of what they are now, that multiplier would change to about 2x. So for like HW unsync content, instead of doing 3.4*3.4=11.6x dmg relative to what it was designed for from SB and ShB gear growth, now we're doing 2*2=4x dmg

It also actually makes synced content that's not end of expac stuff harder, like royal menagerie is meant for i280 but syncs to i405. You're currently doing ~twice the damage at i405 than i280, but with the curve flattening you may only be doing 40% more
