well the reason Hydaelyn is so weak is because she can't temper. Primals retain power by shifting the Aether in someone to that Primals' aether and feed off that overflowing Aether. Hydaelyn doesn't shift people's Aether to Light to get power back, ergo she is getting weaker as she expends Aether to "Gift" people her power but get no Aether in return.

At least, that's how I see it.
