Speaking of, it's probably old news but I rewatched the ARR Ascian scenes and I'm -pretty certain- in the Chrysalis meeting in 2.3 all 14 seats are filled

The camera work in the meeting scene is careful to never show all the little vignettes at once so maybe they warp around a bit? Elidibus always seems like he's standing in the middle podium though. I think it's just they designed the meeting before deciding that Azem's seat would have been vacant. Or maybe there's a few black masks present as like, stenographer and bailiff, kwek!
