@ashen pendant there's no reason to separate ley lines and triple like that. As far as an opener is concerned, usually you'll post after the first instant F4 under triple, then LL after the second one. Some openers even prepull LL (and fight-dependent it can be better as well). If you're not using pot then you'd just weave LL after the first F4 instead.
As a general rule of thumb for oGCDs on BLM in general, you'll mostly be using them roughly on cd at the next available weaving window, triple mostly reserved for after the fast F3 from UI3 weave window

its just that there are two notable servers that have a big french or german community
So like i said, realistically doesn't matter. the only reason why you would choose one or the other is because of friends or preferred servers

By that we mean the story quest itself will have a minimum level requirement of level 20. Your own level will likely be higher by the time you reach it.
To be a little more specific, shortly after the first boss trial at level 20, you’ll be required to join a Grand Company, or player faction in other words. Once you pick one, you can then unlock mounts.

Mdef does...when DRG first came around, their gear lacked Mdef and they'd get one shot by raidwides.. but def/mdef arent something youre gonna realllly look at while gearing up tbh unless you're a tank maybe but the gearing process is pretty straightforward
