The reason being because the reminder time is always real world time, and it is too soon to remind.
And the reminder apparently overrides the alarm time notification.

What you need to do is do the quest "simply to dye for", get the augmentation materials like https://ffxiv.gamerescape.com/wiki/Drachen_Armor_Augmentation and then trade the level 50 job armour and that to an NPC called Kakalan in Mor Dhona at The Diamond Forge
