Yes, the reason they ask you to is because there exist gender exclusive and race exclusive gear, so if you change gender or race your character would have gear equipped they coudn't equip if you didn't need to. (Causing character appearance corruption.)

The benchmark also has the same character cration system, but you can actually change the gear in that benchmark. (The choices are limited, but they are there, mostly job specific gear.)
Maybe that is also something for you.
The game will pickup character appearance data from the benchmark if it detects it.

The i430 gear is actually the AF4 gear, you get that for free in the last ShB area from the smith there after completing the last L79 MSQ. (You do need to talk to him again to get it, many players don't read and miss the free gear.)

You can get weekly i490 gear from the 24-man and use tomes for other i490 gear, you can upgrade the tome i490 gear to i500 with 24-man Coins or Savage tokens. (You can also hunt ShB elite marks.)
The current EX trial gives i495 weapons.
But they all require you to be far in the ShB MSQ.

You will have to register a license to your personal account so buying a used copy will most likely mean the code you need to register was already used by whoever originally bought it
Also there is no need to buy the game immediately, you can play the free trial for now. It has no time limit and includes all content up to lvl 60 (that means the base game and the first expansion) but comes with certain restrictions, mostly social ones like not being able to create parties.

If you're worried about positionals, assuming you use no true north or always positional buffs, NIN and Samurai both are about equal in terms of potency/resourse generation
