if its not 100% its basically 0%
so even if you're hunting for HQ items, you should use the gatherer up skills (especially while leveling) to ensure that you actually gather the item instead of getting nothing

When you gather, the gather % is taken in to account first. If successful, then the HQ % is applied. The two %s aren't multiplied together or anything like that. If you fail to gather, the HQ % does not matter.
