Standard, Preferred, and New Servers will dynamically open and close themselves from newly created characters depending on how many players are online. To ensure you're able to make a new character on your server try waiting or doing so at a less active time of day.
Congested Servers will not unlock for new players or transfers until Square Enix removes the Congested Status.

Alright, I've got a big question; how do players approach Binding Coils nowadays? Is it something that can still reasonably be done synced by those fresh out of ARR's main story, is it best to get carried through unsynced, or should one just get their story via cutscenes on YouTube? A friend of mine is relatively new and I've been wanting him to be able to appreciate what it adds to the story but I've only ever done the raids unsynced far after they canonically take place (and deeply regretted it), so I have little frame of reference.

@north junco In that case you can get a lot of time out of the new free trial and you'll be able to take your time. I do recommend basically restarting for the story and because it's been so long you might wanna relearn. Then you'll have to buy the base game and the expacs for a total of $60 (sometimes there are sales so you can get for $30). If there is a sale I recommend buying in advance and then registering the codes later on when you are ready. You'll have to make a new account to link to free trial tho.

'When can I get my first mount?'

The quest that allows you to use mounts, 'My Little Chocobo' is unlocked by completing the level 20 main story quest 'The Company You Keep'.
