Tenacity is bad for damage and all tank builds go for damage. Even if you'd take it for the tankiness, it would only mitigate damage a tiny bit. Not enough to make a difference.
MSQ only requires you do it on a combat job of a certain level
so you can swap whenever, as long as the 2nd job meets the level
