How is it possible that for an hour that I have been trying it on a training dummy, I'm constantly doing the same damage with wildfire, independently of getting 5 weaponskills or 6 weaponskills under it. Isn't it supposed to do more damage with 6 weaponskills (the max you can get under it)? Like I don't understand. Is the battle text actually bugged and the times it says im getting 6 weaponskills under it, it's actually 5. I know Wildfire can crit and all and do more damage with 5 compared to 6, but I've been doing it for an hour straight and the values are always the same, sometimes even less damage with 6 compared to 5.

Congested = Cannot create new characters until the devs unlock it manually. Can't transfer there either. They get changed on patch days like Preferred servers.
Locked = Too many people are logged in so characters cannot be created. Usually open when less people are playing like in the middle of the night. Can transfer there at any time.

Congested: Permanently locked until further notice

Standard: no bonus for making here, subject to temporary locks

Preferred: Has road to 70 buff for new characters, subject to temporary locks
