You can use Assist target too, that targets the target of the current target, useful for quickly selecting the MT and when you use it again, you go back to the enemy. (The MT should target the central enemy ofc.)

There are 2 fates you need to complete first, Freedom Flies and More to Offer, from NPC's Kinko and Ginko.
After that the trigger fate spawns, Outfoxed, that one has a 2 hour cooldown.
If you are lucky, Foxy Lady spawns at one of the 5 fixed points, because it is a world boss fate, it doesn't show up on the big map.
The WB fate has a 36 hour cooldown and spawns at random.
(5 to 45 minutes after outfoxed)
