Not necessarily. Crafted stuff, at least as far as combat classes are concerned, is generally used as an entry/intermediate step. The real good stuff almost always comes from the latest raids.

Yeah as you earn more cards, some of the restrictions are lifted. I forget where it caps out though. You certainly aren’t allowed to rock a full deck of 5s at least.

If you meld for skill speed, the cooldown for weaponskill will be faster, but it is based on a tier. Example (made up numbers): if you are at 1000 sks and your GCD is 2.45s, and you need to be 1050 sks to be 2.44s, then any value between 1000 up to 1049 will keep you at 2.45s

I was simply reminding you that while your goal is to play samurai, before you get there, you should play your Lancer normally and promote it into a Dragoon once the Lancer hit lvl 30 or else you will have a bit of a trouble getting into level 50.

@celest bison You can try to force them with HQ chance boosts and praying for a #2 HQ chain so you can use Luck of the Mountaineer/Pioneer. Otherwise, it's just rng.
