Fashion Report gets you 60k MGP once per week. All you have to do is buy specific pieces with some gil and you're good. Use the command !fr in Kupo bot to know which items to get.

As a healer/RDM main, is it too suboptimal to dump sps entirely to be able to double weave? I have high ping and even with no sps on melds (just wearing whatever I have arm), I rarely don't clip when double weaving.

Heavensward is very short, in comparison to ARR.
Just get the Shier (poetics gear) and augment it. That gearset alone will last you 5 levels into the next expansion. 3 Levels if you farm dungeon drop gear
Just unaugmented gear alone will make you OP in Heavensward content

Okay so, you get a currency in this game called poetics. You use a chunk of them to buy pieces of gear that are "catch-up" gear that are almost BiS for that expansion.
You can then make the gear even stronger by buying a material that costs 100 poetics (for each piece) and making it "augmented"

Very few mats get carried over to new expansions.
I would say that, ARR mats carry over into EVERY expansion. Mostly I found it to be ores.
For other expansions, it's usually a plant that is used for future expansions for only culinary and alchemy. Everything else seems to skip it.
You will find out in each expansion what is worth keeping, but if you want to be safe
