That's a tough question to answer directly. Not that any of them are bad per se. Rather, you can find good people in any of the three. So instead I can offer the following suggestion. Aether data center is generally more focused on end game raiding. Crystal data center has a couple roleplay focused servers and is seen as the RP hub, more or less. Primal data center is somewhere in between, having a fairly even split of both.

As for specific servers within each data center, that I can't offer much insight on. Servers can matchmake/group up with any other server within their data center however. They can also travel between themselves as well. Data center has more bearing on your player pool than your home server.

That currency can be exchanged for level 50 gear (and 60 and 70, but those aren't your concern yet) - the Ironworks set, which is the basically the best gear you can get at level 50.
