The base chance for HQ items is capped at 15%. Skills can bring that up but they also cost GP which is its own limited resource. The job quests typically have you collecting like 15 or so HQ items which would require a lot of GP / cordials which you can also use one every 5 minutes so you're still waiting around a lot. 🤷‍♂️

however if you still find you're generating too much enmity to shirk, just turn it off and be ready if the other dies

Some alliance raids have add phases in the fights as well. You want to be able to pull aggro off your dps in those cases

Summon your chocobo by using gysahl greens, and spec its skill points into healer as it levels up (healer spec is by FAR the most useful).
