Twelve's Bounty and Giving Land will be sufficient in that case. Stacking all of them at once isn't really necessary. There are other means as well such as Aetherial Reduction. Which is basically Desynthesis for MIN/BTN. But I don't know the specifics of which give wind crystals exactly.

The skill you're looking at does put your other Weaponskills on cooldown, but does not have the same cooldown as your GCD

Also, simply playing as a Melee DPS, Ranged DPS, or Caster DPS adds +1% main stats to everyone in the party through the role bonus
So even if the top 3 DPS for selfish damage are 2 casters and a melee, having a ranged around for their 1% boost is pretty decent.
