if you want to be efficient with your tomestones you can spend them like this to get the weapon on the seventh week, which is when you get enough weekly tokens from E8N to get the Allegory weapon:
7 weeks x cap of 450/week = 3150 Tomestones
3150-1000 = 2150 free tomestones to spend
2150 is enough to get Chest+legs (825 each) and another left-side piece like head/gloves/boots (495 each)
though if you want to focus more on item level gain you'd get all 4 accessories and the belt (375 each)
it also depends if you see yourself ever trying Eden Savage, which means ideally you won't spend tomestones on the weapon depending on how competent your group is.

you probably didn't meet the minimum set item level, none of the open slots allow for your current class/job, the leader may have blacklisted you, or you didn't complete that duty and they had it set to "Duty Complete"

Beelining the main quest is possible and in fact recommended to a certain degree. Class/job quests along the way should be considered mandatory also.

Arm's Length is very good on large pack of enemies, same with Reprisal
