[0.0.9-rc1] Sandbox fluid producer no longer infinite.

The Sandbox fluid producer in version 0.0.9-rc1 no longer creates infinite fluid output for Painters. At least two producers are needed to maintain 4 Painters at 100% efficiency. Running the linear-upgrades.reset command makes them run at 100% efficiency, suggesting the issue is related to Technology not being applied correctly to fluid Machines. This likely affects all fluid buildings. The bug also causes an exception and visual glitch.

The Signal Producer / Fluid Producer / Constant Signal when set to its default Red / r color does not produce any output signal. To make it work, the player must first select a different color (Green / g, Blue / b, Cyan / c, Magenta / m, Yellow / y, White / w, or Black / k) and then switch back to Red / r. The Fluid Tank flow speed does not get upgraded properly in version 0.0.9-rc1. When opening a save file from a previous version, the throughput decreased from 1800L/m to 1200L/m, causing Color Mixers with 4 Pipe Gates to no longer supply 12 Painters as they used to. This issue affects all storage fluid containers including the Fluid Tank, Color Mixer, and Pipe Gate outputs, which do not receive upgrades for their providing fluid flow rate.

My testing shows that it does seem to be infinite.

My test that broke it was "Mix two notches of uncoloured paint". 144 mixer inputs: 48 black mixers (so, 96 white inputs) and 48 uncoloured mixers (another 48 white inputs), a single white producer couldn't keep up. Even after it reached the steady state and the black mixers were only operating at 50%, it couldn't keep up.
I used one fluid producer and supplied 8 out of 9 notches on a 3x3, and supplied the remaining one with 1 fluid producer to show the difference.
