Can't seem to find an explanation for this so I feel it might be a bug somehow. It doesn't look the prettiest cause I just copy pasted from the other platform to make certain I wasn't doing something wrong. Despite having the exact same amount of everything as the platform next to it, being painters, fluid catchers/launchers, and fluid amount, I can not get this to be at 100% effiency. I tried copy pasting, remaking entirely, clearing fluid, remaking the platform, and restarting my game. Maybe I'm missing something but I've done this exact same layout and amount of machines across the entire game and haven't run into this issue so far

The Color Mixer does not produce enough paint to supply connected Painters at the expected rate. When 6 Color Mixers producing 3600 L/m are connected to 8 Painters consuming 3600 L/m, the Painters operate at reduced efficiency (80-94%) instead of 100%. This occurs even though the production and consumption rates should be balanced.
