It's most visible on minimum graphics settings, but is still visible on higher ones if you are looking for it closely. Exact color is around #449FB4, is rotated 30 degrees CW from true north.
Other info just in case: Running Windows 10, Direct3D11, NVIDIA graphics card

A gray pixel appears inside The Vortex when the camera is centered on it and zoomed out. The zoom level required for the pixel to appear varies based on Graphics settings - higher quality settings require zooming out further for it to be visible. The pixel appears slightly off-center from The Vortex. This is a visual glitch with no gameplay impact and likely unintentional.

The Vortex has a misplaced mesh when Graphics settings are set to Minimum. The issue occurs when launching the game with minimum Graphics settings and either creating a new game or loading an existing Savegame. The Vortex texture appears incorrectly rendered inside. This is a visual bug affecting the appearance of The Vortex under low Graphics settings. The issue has been fixed in the mesh and is ready for testing.

The Vortex has graphical glitches visible on its bottom section. This appears to be a z-fighting issue that only affects The Vortex and not other structures. The visual artifacts are noticeable during normal gameplay. The issue was initially fixed but new problems were discovered related to zooming and moving the camera around The Vortex.

The Vortex has visual issues with its red/green lights that vary depending on graphics settings and zoom level. The Vortex mesh disappears when Graphics settings are set to Low or Minimum quality levels. The issue occurs by launching the game, accessing the Graphics settings, changing the quality to Low or Minimum, and returning to gameplay. Part of the mesh becomes missing, causing the inner swirl to be visible through the structure. This visual bug affects the appearance of the central hub platform. The issue has been fixed so that Low and Minimum Graphics settings now properly display a basic hub mesh.
