[Loc] Progress bar before getting to the main menu is only in English

The progress bar shown before reaching the main menu is displayed only in English, even when the game language is set to Japanese, Traditional Chinese, or Simplified Chinese. This occurs because the progress bar appears before the translation files have been loaded. Due to this technical limitation, the issue cannot be fixed, as the translations are simply not yet available at that stage of loading.
Achievements loading text is too long

The achievements loading screen displays the text "Loading XXX Achievement Platform," which is too long and causes the text to break at the loading bar. The expected behavior is for the text to simply read "Loading Achievements." This is a cosmetic UI issue affecting the preload screen. The fix has been confirmed as resolved.

Specifically, the build information shows "1.0.0devWindows 11" when it should display "1.0.0dev | Windows 11" with two spaces and a vertical bar separating the game version from the operating system name. This occurs every time the game starts. The expected behavior is proper spacing and separation between the version number and platform information for better readability.
